The question is not simply who will pay for the reconstruction of southern Lebanon. The deeper question is who is being made politically responsible for destruction inflicted by Israel.

The South is being presented as a reconstruction problem, a donor problem, a reform problem, a Hezbollah problem. But the ruins did not fall from the sky. Villages were bombed, bulldozed and emptied. Homes, olive groves, water systems, roads and public life were deliberately broken. To then make reconstruction conditional on Beirut’s economic obedience and Hezbollah’s disarmament is to turn repair into coercion.

This is the familiar architecture of impunity. Israel destroys, Washington conditions, Gulf capitals hesitate, international agencies plead poverty, Beirut claims bankruptcy, and the displaced are left to inhabit the rubble. The aggressor is removed from the invoice, while the victims are told their return depends on political compliance.

Southern Lebanon is not merely waiting for money. It is being disciplined through the denial of reconstruction. The bill should begin with Israel and with the states that enabled its campaign. Anything else is not reconstruction, it is the continuation of war by financial means.
