Syria: Geneva talks delayed

Summary: 
Civil wars do come to an end. The end is usually facilitated by outside powers, often working together through the United Nations, but outside powers are not in control of events. Talks drag on, ceasefire after ceasefire fails, and the work of peacemakers only succeeds when other factors determine that the time is ripe.
