There is a similar set of observations to Alexander Bett’s on the need for an alternative to the UNHCR in the FT this week:http://www.ft.com/cms/s/0/4e10c2a0-7f1d-11e6-8e50-8ec15fb462f4.html. It’s clearly time for a change of mind-set toward refugees, still seen as temporary victims, towards seeing them as actors in the joint design of a much longer-term set of arrangements. This clearly includes access to work and a wider acceptance that their fate (viz the post-1948 Palestinians) will not be temporary if they are fleeing a failed state rather than persecution and/or war alone.
