  1. In a phone call this morning from Libya, my colleague told me that the Tunis agreement seems to be regarded as the first step in a credible breakthrough. Also significant, is the call for a meeting of all of the local militias which is expected to be well attended. The purpose of the invitations is for the militias to recognise a central government.
    The ISIL presence in Sirte is apparently not seen as a major threat. As mentioned in the above article, ISIL are seen as outsiders who will be dealt with in due course.
