Egypt: terrorism and now civil disobedience in northern Sinai

Summary: the insurgency in northern Sinai has provoked a heavy-handed response on the part of Egypt’s security forces.  That has led, in turn, to an embryonic civil disobedience movement. If the authorities attempt to suppress it, the insurgency is likely to intensify.
